LRPF registers complaint with NCPCR against TSWREIS flouting Covid norms to conduct ‘special classes’

LRPF (Legal Rights Protection Forum), a legal firm working for the rights of indigenous people, has filed a written complaint with NCPCR (National Commission for Protection of Child Rights) regarding Covid pandemic norms being flouted by Telangana State-run TSWREIS (Telangana Social Welfare Residential Educational Institutions Society).

In their complaint letter, LRPF has pointed out how TSWREIS has put the lives of hundreds of minor girls at risk in the name of conducting ‘special classes’ thereby flouting norms that have been put in place in view of the Chinese Virus pandemic. Further, LRPF has alleged inaction by police and concerned authorities regarding the matter when the organization raised the issue with them.

LRPF’s letter to NCPCR says:

We would hereby like to bring the serious matter pertaining to the lives of hundreds of poor minor girl students kept at risk by Telangana Social Welfare Residential Educational Institutions Society (TSWREIS) in the name of ‘Special Classes’.

The Government of Telangana has issued an order vide G.O Ms. No. 67 dated 23-03-2021 declaring holidays to all educational institutions in the state in the view of raising pandemic situation due to the second wave of COVID19.

Contrary to the above Government Order, the TSWREIS is secretly conducting ‘Special Classes’ by gathering more than 300 minor girl students at Azad Engineering College, Moinabad, Ranga Reddy District, situated on the outskirts of Hyderabad City.

Though the above-said order passed by the Government of Telangana is applicable to all government and private educational institutions, Hostels, and Residential institutions in the state, the TSWREIS, the society which is formed and funded by the government of Telangana itself is violating it by putting the lives of girls at risk.

On 3rd March 2021, local residents filed a formal written complaint with the Station House Officer at Moinabad Police Station seeking immediate necessary action in this regard, but the complaint was overlooked and ignored.

If any exception was given to TSWREIS by the Government of Telangana to conduct off-line classes for its students, it should have announced the same through a circular or government order but here in this case no such formal procedure was followed. During the conversation with the local police of Moinabad Police Station, it was revealed that even the Police Department has no information about the off-line classes being conducted at Azad Engineering College by gathering minor girls in large numbers, which is a serious security concern.

Hence, we request your good office to please take immediate action to put an end to such irresponsible and harmful activity being undertaken by the Telangana Social Welfare Residential Educational Institutions Society against the lockdown rules imposed by the Govt. of Telangana and causing harm to innocent minor students.

Only recently, NCPCR had taken cognizance of the complaint against TSWERIS-SWAERO by LRPF where the indigenous legal rights body had leveled serious charges against Dr. RS Praveen Kumar of TSWERIS. LRPF had drawn the attention of the National child rights commission towards the fact that Dr. RS Praveen Kumar has built up a private society called SWAEROES within this Gowmment organization and that SWAEROES has evolved its own SWAEROES pledges, anthem, and Guru Mantra which are being administered in TWERlS schools/colleges.

Acting on LRPF’s complaint, NCPCR had issued orders to Telangana Chief Secretary to inspect all schools, colleges, hostels, and homes run by them. The Chief Secretary in addition to submitting an action taken report within 10 days is also to inform the commission about the scope & ambit of association between TSWERIS & SWAERO.
