Islamic State terrorist couple arrested from Jamia Nagar – were inciting Muslims to violence over CAA

The special cell of Delhi Police has arrested a couple – Jahanazaib Sami (36) and his wife Hina Bashir Beigh (39) – from Jamia Nagar on Sunday on charges of being Islamic State (IS) workers who were inciting other Muslims to commit acts of terror and carry out violence in name of anti-CAA/NRC demonstrations.

The couple is suspected to be getting instructions from Islamic State’s Wilayat Khorasan unit also known as the Islamic State of Khorasan Province (ISKP), and were inciting Muslim youth to join IS Wilayah al-Hind (India province). Khorasan is a historical area of Central Asia that includes parts of modern Afghanistan, Iran and Pakistan. IS had announced creation of Wilayah al-Hind (India province unit) in a May 10, 2019 statement claiming an attack in Kashmir.

They were presented before a judge at the Patiala House court in Delhi and sent to police remand till March 17. Both are highly educated – Jahanazaib Sami is a B. Tech and MBA, while Hina Beigh has BCA and MBA degrees. Sami is a computer expert with experience in web and multimedia designing. Hina claimed to have worked at banks like Kotak Mahindra, Motilal Oswal securities and ABN Amro. The couple got married in August last year and came to Delhi after Kashmir went under lockdown.

Police has retrieved incendiary material from their possession, and it is believed that they were planning ‘lone-wolf’ attacks in Delhi. ‘Lone-wolf’ attacks are a part of decentralised jihad promoted by Islamic terror groups like IS (aka ISIS) and Al-Qaeda. These groups exhort their sympathisers across the world to commit terror acts alone, outside of any command structure and without material assistance from any group, using trucks, knives, home-made bombs etc. Many such attacks have been carried out successfully in Europe in the previous decade.

The jihadi couple was running a social media handle ‘Indian Muslims Unite’, the purpose of which was to stoke anarchy and violence through anti-CAA/NRC demonstrations.

The couple from Shivpora in Kashmir’s Srinagar had been living in Jamia Nagar’s Okhla Vihar area in Delhi since August of last year. The Jamia Nagar – Okhla area has been the hub of protests against CAA-NRC. It houses both Jamia Millia Islamia university, where violent protests first broke out in December over CAA, and the infamous Shaheen Bagh where protests have witnessed children chanting death chants for the PM, anti-Hindu graphics & symbols, and complete paralysis of traffic on a key road connecting Delhi with Noida.

Batla House, where Indian Mujahideen terrorists were shot dead and Delhi Police Inspector MC Sharma martyred in a 2008 shootout, is also located in the same Jamia Nagar-Okhla area. Radical Islamist organisation PFI, one of the funders of anti-CAA rioting in Western UP, has been reported to have opened multiple offices in the area, which is also known as the hub of publishing Islamist literature. AAP leader Amanatullah Khan, a close confidante of CM Arvind Kejriwal, is the MLA from Okhla constituency.

Jahanazaib and Hina were in touch with senior ISKP members in Afghanistan, and the aim of these individuals was to exploit the ongoing agitation against the amended citizenship law in order to incite young Muslim men and women to carry out terror strikes.

Four mobile phones, an external hard disc and other incriminating material were seized during their arrest on March 8. Interrogation revealed that they had created several anonymous IDs on social media platforms such as Facebook, Instagram, Twitter, and Telegram among others.

As per OpIndia, Jahanzaib Sami allegedly told interrogators about his role in publishing and publicising the February edition of the IS magazine Sawt al-Hind (Voice of India). In this edition of the digital magazine, the Islamic State’s subcontinental branch had called on Indian Muslims angered by the Citizenship Amendment Act to abandon political protest, and instead turn to jihadist violence. “Democracy is not going to save you,” the terrorist group’s magazine released online on 24 February said.

In 2016, IS terrorists from India fighting in Syria and Iraq had released a video condemning Indian Muslims for living in  Dar ul Kufr (land of infidels) and threatened all Indians (Hindus) to “Accept Islam, Pay Jiziya, or get Slaughtered.”

IS Jafrabad Module busted in Delhi in Dec, 2018

In Dec 2018, Joint teams of NIA, UP Anti terrorism squad (ATS) & Delhi Police busted an IS inspired terror module ‘Harkat-ul-Harb-e-Islam’ which was planning to carry out multiple terror attacks at crowded places & iconic spots and assassinate important individuals. Raids at 17 separate locations in North East Delhi and Western UP uncovered a huge cache of weapons, including a self-designed rocket launcher and bomb making material for IEDs. The module was headed by Mufti Mohammad Suhail (29), a maulvi from an Amroha mosque residing in Delhi’s Jafrabad area. 14 people –  including key conspirator Mohd. Faiz, resident of Jafrabad; a civil engineering student and a 3rd year DU student – were arrested from this module.

Jafrabad was one of the epicentres of the recent Islamist-triggered Delhi riots after anti-CAA ‘protestors’ jammed streets in replication of the Shaheen Bagh model (emboldened by Supreme Court appointing mediators to talk to Shaheen Bagh protestors instead of shifting them to designated protest sites in the national capital) and brutally attacked police trying to peacefully disperse the mobs.
