NCPCR takes cognizance of LRPF’s complaint against TSWERIS-SWAERO

NCPCR (National Commission for Protection of Child Rights) having taken note of the complaint against TSWERIS-SWAERO by LRPF (Legal Rights Protection Forum), an NGO working for the cause of indigenous rights, has issued orders to Telangana Chief Secretary to inspect all schools, colleges, hostels, and homes run by them. The Chief Secretary in addition to submitting an action taken report within 10 days is also to inform the commission about the scope & ambit of association between TSWERIS & SWAERO.

The NCPCR letter shared by LRPF says:

The NCPCR is in receipt of a complaint wherein the complainant has made some serious allegation against the above-mentioned organization. The complainant has leveled serious allegations against Dr. RS Praveen Kumar, IPS, Secretary. TSWERIS wherein the complainant has stated that Dr. RS Praveen Kumar has built up a private society called SWAEROES within this Gowmment organization and that SWAEROES has evolved its own SWAEROES pledges, anthem, and Guru Mantra which are being administered in TWERlS schools/colleges.

The complainant stated that there is constant day 10-day interference by SWAEROES volunteers in all aspects of the functioning of state-run taxpayer-funded TSWERIS schools, colleges, and hostels and that due to the wide coverage in the media an impression is sought to be created that SWAEROES is running hundreds of educational institutions with its own funds when the fact is that these institutions are being run by the State government.

The complainant funher alleges that Christian religious preachers are being given access to the children in the state run social welfare hostels and all these children irrespective of their ancestral religious beliefs are forced to participate in Christian religious worship. It also alleges that holidays have been altered for Hindu festivals thereby preventing the children from traveling home during the Hindu festivals and that the children have complained to their parents about the same as well. Therefore, the complainant has requested an urgent investigation into the activities of SWAEROES and to visit various school hostels run by TSWERIS to initiate action.

ln view of the serious allegations made by the complainant, it is stated that such allegations made in lhe complaint against TSWERIS-SWAEROES are a violation of Article 25 and 28(3) of the Constitution and the provisions of Juvenile Justice (care and protection of children) Act, 2015 which seriously jeopardize the right s and freedoms of child ren. Therefore, in pursuance of the serious allegations made by the complainant, NCPCR exercising its functions given under Section 13 of the CPCR Act, 2005 deems it appropriate to take cognizance in the matter.

Accordingly, it is requested that your good offices’ may conduct an inspection of the homes, orphanages, schools, and hostels run by this organization and look into the allegations made by the complaint. Further. it is requested that a list of homes, orphanages, schools, and hostels (with complete address) being run/managed/funded/affiliated with TSWERIS-SWAEROES across all States/UTs in India and the number of children (with their complete information) residing in such homes, orphanages, schools, and hostels may also be submitted to NCPCR. It is also requested that the scope and ambit of association of SWAEROES with TSWERlS may also be informed to NCPCR.

It must be mentioned that earlier a video showing IPS officer RS Praveen Kumar, the secretary of Telangana Social & Tribal Welfare Residential Educational Institutions Society, who founded SWAERO which supposedly works for the education of Dalits, taking anti-Hindu oath had emerged on social media.
