A Bharat-based ISIS terrorist Syed Ali alias Vinjani (scientist), s/o Basheer and a resident of Parassala near Thiruvananthapuram, Kerala was charged by the National Investigation Agency (NIA) last week before an NIA Special Court in Poonamallee, Chennai. He had was part of a module which planned to establish an ISIS/Daesh wilayah (province) in forests of south Bharat.

In its supplementary charge sheet, the NIA says that Syed who is highly tech-savvy had assisted other accused in using the dark web, encrypt communication with a foreign-based handler, actively participated in conspiracy meetings, and arranged safe hide-outs. He also helped procure explosive materials and gadgets to experiment with IEDs. 

The original case

• The case was originally registered in December 2019 by the ‘Q’ Branch CID, Chennai City Police Station after the arrest of ISIS terrorists Liyakath Ali and Khawaja Moideen from Salem and Chennai. 
• They were making and testing explosive devices (IEDs) and were using the dark web for secret communications with foreign-based handlers as part of preparations to wage jihad
• They attempted to establish a Wilayah (province) of ISIS/ Daesh in forests of South Bharat. The group has scouted for safe havens inside the jungles of Karnataka (Shivanasamudra, Kolar and Kodagu), Andhra Pradesh (Chittoor), Kerala and Tamil Nadu, and even in West Bengal (Burdwan and Siliguri).
• Ultimately their plan was to launch well-organized attacks against Hindu leaders, government officials, police officers,  politicians, and judges handling terrorist cases.

Charges  

• Fraudulent or dishonest use of documents or electronic records, destroying evidence, criminal conspiracy, 
• Offenses relating to membership in and providing support to a terrorist organization under the Unlawful Activities (Prevention) Act (UAPA), 
• Under sections relating to making or keeping explosives with intent to endanger lives and for possession of explosives under suspicious circumstances of the Explosive Substances Act

By the time they were busted by the NIA, the terrorists had already secured tents, bows, arrows, boots, arms, ammunition, sleeping bags, ropes, and ladders and obtained large quantities of explosives to build IEDs. They are allegedly members of a 20 member Jihadi squad headed by Mehboob Pasha from Bengaluru and Khawaja Moideen from Cuddalore.
