The FCRA Amendment-2020 Bill proposes to decrease the percentage up to which Administrative expenses of FCRA-NGOs is allowed. Earlier, it was 50%. The new proposal is to reduce it to 20%.
Let us see which FCRA-NGOs could get affected. In the following, we examine the 2018-19 FC4 returns of FCRA-NGOs in Delhi and identify those FCRA-NGOs who had reported administrative expense for that year to be greater than 30% of their ‘Total Foreign Contribution’ for that year.
Only those FCRA-NGOs which have received or whose administrative cost is higher than Rs. 1 Crore are covered in this Post.
Based on the Table below, we strongly suspect the activities of Muneer Social Welfare Society.
We also feel that Action Aid will strongly express its displeasure on the reported move. So will CBGA (of which Shri. Amitabh Behar is listed as Secretary on its website).
In our humble opinion, the so-called Industrial Global Union will also have to do a lot of real work to reduce its administrative burden.
All amounts in Table are provided as they appear in the 2018-19 FC4 return on the FCRA website. Do not point to us as to how the administrative expense of Muneer Social Welfare Society can be higher than its total FC.
